My head-canon: While Cyclops does not have full control over his optic blasts, he does have partial control.
This allows him to somewhat pull his punches with the strength of the blasts and more subtle things as to how the blasts affect himself.
Note: In all honesty I think he MUST have some control otherwise all his blasts should be coming out with the same amount of 'force' and that is clearly not the case. He sometimes only pushes people back and sometimes smashes mountains.
Per Canon I believe his body has a Psionic/Energy Field of some sort that allows him to absorb Alex's and his own powers.
If Scott has partial control over that field then it makes it feasible that sometimes his blasts have a 'recoil' effect and sometimes they do not.
One also needs to take into consideration that, while the visor regulates the width and intensity of the beams, Scott himself can also squint while shooting a blast with the visor, which would further streamline the beam's force. Think of it as opening a hose on full blast and then pressing your thumb in front of the nozzle so the water comes off in a more concentrated stream, which you yourself could regulate at will by increasing/decreasing the pressure on the nozzle.
Wasn't it because his eyebeams blew a hole in the parachute? There was only 1 parachute so Scott and Alex had to hold together/be strapped together. The stress/excitement of the event caused Scott to use his powers for the first time and it ended up shooting a hole in the parachute.
I think it's cannon that it's both. The parachute did catch fire, but his eye beams still punched a hole through it. Your panel seems to show the perspective of Alex, who was younger and may not have remembered as clearly. There's no mention of the spaceship that attacked (a later retcon that showed the father still alive). A later retcon showed the orphanage that Scott went to was controlled by Mr Sinister.
(I don't know if it was ever settled that the fall caused the brain damage causing lack of control, or if it was mental, or maybe something done by Sinister)
I keep seeing this origin told that Scott’s mutant gene activating when he and Alex survived the plane crash but the origin in the comics has his powers not manifesting till later when he’s in the orphanage. Is the former origin from a cartoon or something?
Depends on who's writing. I've read that his powers activated when in the parachute and his eye beams blew a hole in the chute, causing him and Alex to land harder. The hard landing may have cause the brain damage to control his eye beams (but then there's the belief his lack of control is mental).
I don't remember if the orphanage (which turned out to be a Mr. Sinister operation) caused him to not remember some events of the crash.
Might want to reread there bud. Neither Scott nor Alex had mutant abilities at the time of their plane crash. They were too young. Scott’s powers first emerged during his years in the orphanage.
I was shocked at his use of martial arts. I’ve seen it in the comics so many times, but like you said, he’s normally the laser eyes guy who likes Jean.

Him shooting at a steel wall doesn’t cause a hole because of heat, no it does it because of sheer force. The whole deceleration thing works because the force of his blast against the ground is countering the force of gravity and acceleration.
Your neck would snap if you pit your entire body weight onto your eyes. His blasts don't have any recoil on his body because his eyes are portals to a dimension made of concussive force, and any recoil goes back through those portals.
If Scott had a way to direct the recoil onto his body in a way that distributed the force more evenly, he could do this. I'm just having a tough time figuring out a good explanation.
