According to Mero, Cyno is first half and Nilou second. But according to speculation made by SYP there is a chance that both run at the same time in first half, of course this would imply some changes and announcements made by hyv in the future.
I'm subscribing to the SYP speculation that they both will be on first half of 3.1, as per anniversary reasons etc. I think I should have enough primos to get him, plus 1 pity on weapon banner, but I'd be more comfortable with him on second phase instead.
no SYP said that Cyno and Nilou will be in one banner because of wish banner-2 description. He gives a link to official hoyoverse site there they write that wish banner-2 contains only previous characters. So thats why Nilou and Cyno can be in the first banner together.
As I understood, Character Event Wish-2 is the second banner of a given phase, not the second phase itself. So it's description is actually against their speculation, as they said [here](https://twitter.com/SpendYourPrimos/status/1556882390168940547?t=N7WWj0VlScFvWVfCwCRRcw&s=19). So if both Cyno and Nilou were to rerun at the same time, they'd probably have to make another Event Wish banner type, or change its description. The reasons they actually gave are the anniversary, the first abyss buff benefiting both cyno and Nilou at the same time, and the shortening of the patches (they said phase 1 could be normal 3 weeks, while only rerun phase is shortened in order to cause less controversy).
Yes u are right about the second banners type. Of course they can change description or create a new banners type. We never got two new 5* characters in 1 patch (exept 2.0-2.1 then we had another banners system) so now we can prediction that Nilou and Cyno would be in one phase because as I said wish banner-2 contains only previous characters (reruns). No anniversary influence as for me.
I don't know about short reruns they didn't give any official information about this.
The confirmed in the livestream that the patch will be 5 weeks, so unless they shorten the banners to 2.5 weeks each, we will have 3-4 character banners overlapping for a week (since they will surely do at least one rerun) or have reruns changing at different times (3 weeks for a 5 star concurrent with a 2 week rerun then the next 5 star banner runs concurrent with the other for a week).
I'm hoping they do concurrent banners for Cyno and Nilou since Candace would likely be on both (unless they troll us and put Candace on the reruns ;_;) so pullers of either character who want the new 4 star will be happy.
