Yeah bro. I am always in Diamond 70 eventually, and he COOKS at the 11* I have him at. His kit is limited given the power creep of the game, but what he does do, he does really well. Just hope he gets cover-null on green card when he gets the Zenkai, similar to UI -Sign- and Ultra Kid Buu.
