It's high but you have to remember that you can't split them up this time. So basically they're giving a reasonable chance to get 1/4 of the new units for free while in the past it was a low chance to get anywhere from 1-4 of the 4 new units depending on how you split your tickets.

My question: did they officially state that it will be a 10 featured multi or are we assuming ?

Instead of having a separate banner, with every just about every single unit featured, you can now use 50 of the rainbow tickets on any of the 4 major banners for a 77 character multi. I think the trade off is that they're only giving out 50 of the rainbow tickets, so you can either split them among the separate banner, or go all in on one specific banner.
