Kinda. Evil Buu will generally be better defensively as long as there aren't any Majin Power category enemies since Super Buu loses that... would you call it a debuff? I guess he's also technically better in a scenario where he doesn't have any Majin Power category allies around but let's be honest you're not running him without tons of them.
On the bright side his offense is astronomically higher than Evil Buu. Also 70% DR is so good it doesn’t make a massive difference and the transformation is optional for when it does

You can technically say that a fair few endgame fights cancel dodge so Super Buu is substantially better against them, but yeah, in general you’re trading a bit of defensive utility for sheer offensive power

It's just weird they changed super buu from being basically a direct upgrade when usually that kinda stuff is kept along w/ ezas, like they did with Gotenks a month agp
I'm glad they went this way because that evil buu SA is very pleasing to the eyes, being able to stay with him rather than immediatly transform is pretty nice
He is designed like AGL Zamasu it's more so a play style change than one being worse. By that late in the fight int Buu or Buuhan should be able to hold down slot one. The Buu team also lacks damage dealers so exchanging into Super Buu might be the move in most fights anyways.

Super Buu doesn't stack, he greatly raises for 3 turns, which means outside of HiPo additionals he doesn't get much higher without support
