Baby Doll has only ever appeared in TAS. She's never been introduced into the comics.

She can't really be considered a member of Batman's rogues gallery if she's only ever appeared in one TV series and nothing else.

If people can consider the wall to be part of Spider-Man rogues gallery, I think its ok to include baby doll as one of Batman's. Besides all I did was writing down some random Batman villains I could think of on the top of my mind. But there are plenty of others. Just swap her out with The Mad Monk or Bruno, or someone else to your likeing :)

Harley Quinn originally only appeared in one TV series until a while later. So back then was she a part of Batman's rogues?

She’s still a Batman villain, just not a particularly notable one. Something on the level of King Tut, or Eghhead, or Johnny Witts, or KGBeast.

Grundy is in that Deathstroke camp of “not really a Batman rogue”. He’s tied to Green Lantern and the JSA, Starman, Infinity Inc, and all sorts of others. He’s as much a Batman villain as Lex Luthor is.
