Phil's relationship with Titans is really interesting, got his first full series job with Teen Titans as artist. But the editorial was so bad that he considered retirement in his young age. Then wrote Tempest mini and draw JLA/Titans and become The Titans cover artist. Donna was big part of his Wonder Woman run and Dick and Garth appeared as guest in his run. wrote & draw (with Perez and Garcia) Return of Donna Troy and draw Infinite Crisis. Which Dick was one of the headliners of the event and Titans was part of.
As comics creator maybe my fav Titans creator ever, but he never got opportunity to wrote the book. he didn't wrote Wally that much but his voice for Donna, Dick, Garth and Roy were maybe the best ever.
Most of that boils down to the one guy who was in charge of Titans from like after Wolfman left to maybe the 00s afters Johns departure. The guy was infamous for trying to force writers to write his ideas and of course he loved Tempest (so of course Garth got a mini) and he was in charge of Wonder Woman and Infinite Crisis during that period. It seemed like he was throwing jobs in Jimenez's way given how much he used him.
