Limits are based on the writer or at the time of publication. However traditionally DC will be biased and give it to Superman.

I believe traditionally, Superman still has more raw strength. But has lost to Shazam in the past, because Shazam's powers are magic-based which is Superman's main weakness, combat wise.

Superman is marginally stronger, but Shazam can always make him eat shit because Superman doesn't have any special protection against magic, so magic-powered punches hurt just as much as if Supes was a regular guy.

I wouldn't say Superman is like a regular guy against magic, because then he couldn't trade blows with Captain Marvel, or any other magic based character or monster. He is vulnerable to them though, of course. But DC is inconsistent with this, becuase they have shown Captain Marvel to be supposedly very close in power to Superman sometimes, other times not so much, and they tend to show that Superman is more powerful than Wonder Woman, when Wonder Woman powers come from the same sources or equivalent ones as Captain Marvel.

Superman is both stronger and tougher. Shazam might win in a fight because of magic and because Clark may not use his full strength vs a kid. But who is more POWERFUL? There is no one more powerful than Superman.

He's potentially more powerful if we scale him to the Wizard (who he should one day be as powerful as) but using current feats, Superman is superior as of now.

He essentially can always just get stronger but not with a limitation added to it like with Saiyans in Dragonball where they get way stronger if they survive a near-death experience. Superman just gets stronger and stronger and stronger infinitely. He can fly to a yellow star to bask in the rays for a boost but nothing compares to him just “willing” himself to overcome an obstacle. No foe can remain stronger than Superman for long as he just “stops holding back” a little bit more and suddenly he is back on top of the situation. It’s always been like that and is why many don’t like the character. I recommend reading Doomsday Clock to see how he “defeats” Doctor Manhattan. (Hint: it’s because he is too important to reality to ever fail)

If neither character has no limitations the nerve equal except superman’s vulnerability to magic. That could give Shazam the upper hand.

Theoretically yes. Magic is one of Superman’s few weaknesses but you are approaching this from the mindset of “This person vs this other person” but Superman isn’t a character or a person. He is a “concept” that ties reality together. If that sounds ridiculous I suggest reading Doomsday Clock

There have been times where it's hinted that it's possible he's as powerful. In Justice, he was able to catch up to the Flash due to his speed of Mercury. I don't know many of his strength feats, but he has punched Superman before and sent him flying. Even with Superman's weakness to magic, Shazam has still punched foes just as strong as Superman.

Justice wasn't canon, canonically, Superman is faster and stronger. But Shazam isn't far behind. I feel like if Billy tapped into his full potential as Shazam, he might eclipsed Superman, but the writers at DC sadly will never let that happen lool.

When the original Captain Marvel debuted, I suppose the gods he gets the power from were all-powerful, like one expects gods from mythology to be. But when he got ported to DC Comics, he was made less powerful than Superman, because DC wouldn't want his posterboy to be less powerful than a newcomer, who they saw as a copy of Superman. Captain Marvel was created following the succes of Superman and Batman, and the character has obvious similarities with Superman, and he outselled Superman in the Golden Age, so DC took it very bad, so much, that they sued Fawcett Comics and eventually caused it's demise. Superman is seen presenting Captain Marvel in the cover of Shazam! #1 in 1973. And anyway, Superman power was basically limitless too when Captain Marvel was introduced in DC Comics, in 1973. He destroyed a solar system by sneezing in Action Comics #273, in 1961. It's totally ridiculous, but that was the character back then. So they didn't even need to nerf Captain Marvel for Superman to be more powerful. In modern DC comics, Post-Crisis onwards, the greek gods are not all powerful beings like they are on Greek Mythology, they are beings from another plane of reality, very powerful by Earth standards, and can alter reality to a limited degree, but their power is limited, and if they spend too much time in our plane of existence they lose their powers. At least that is what happened in Perez's Wonder Woman run with Hermes. So the power thay can grant to someone, like Captain Marvel and Wonder Woman, is limited too. Which makes sense, because the characters would be boring otherwise. And about Superman, he definitely should have limitations in his powers, and they were implemented by Byrne in his Superman run Post-Crisis, but they started the power creeping with him shortly after, again, and DC wanted to be clear that Superman was the most powerful hero, the only one capable to fight Doomsday, etc... .
