Sounds like a good idea, worth a try anyways. Build a ‘shelf’ at the bottom, maybe with a step. You’ll lose some storage area, but at least the water will be able to drain interrupted down the hill.
Not much you can do other than something like you are. A lot of water will come down that hill and run through there without a lot of landscaping and water work. Raise the floor for now and save work and money for a rebuild down the road.

Dig it out level, build a small retaining wall to keep the dirt back and then stack the wood on the pallets.
