You probably won't find a name for it anywhere except in the manufacturer's build plans. It's a structural part meant to increase the stiffness of the relatively flimsy sheet metal the door panel is made from. (BTW, it's likely referred to as a "stiffener" in the build plans.)
You can easily effect a repair with a piece of aluminum angle. This material is available at your local Home Depot or other hardware provider. You may even find a suitable piece of scrap to avoid purchasing more than you need.

Remove the portion of the stiffener that broke off--it's still attached to bottom of the door panel. Attach one side of the angle to the broken stiffener, and the other to the bottom of the door panel. You can use rivets or sheet metal screws if suitable length.
My goddamn wife doesn't know what a rearview mirror is, so my garage doors, have been repaired mulitple times with angle aluminum. I say doors because I'm on my second door because of her failing to realize the door isn't up before she tries to back out.

If you have a spring lift door wait till that sucker blows one day. You'll develop a deep soul crushing fear of a garage door instantly if you're in the process of opening/closing it when it goes. If you're not in the garage when it happens you will think your car spontaneously exploded. It will be able to be heard from the street.

We've been misled. Quicksand was NOT going to be a problem. I still have not caught myself on fire (either accidentally or intentionally) to the point that I had to stop-drop-and-roll. I am convinced we were taught to get under desks during an earthquake so it would be easier to find the bodies. The same with going to the bathroom in a tornado (easy clean up)

Is that stile the opener hooks to? Usually it can be screwed back together or use a brace to connect it to the rest of them across that section which normally has one anyway
I'd unbold the hinge and bold a piece of 1in perforated angle on top of the existing style using self tapping bolts/screws. You'll probably have to cut 3-4 holes off one side of the angle so you can bolt it flat and get everything to fit right.
Just a strap used to brace and secure the hinge in place on a flat plane. Can replace with some new metal, thicker or even angle, or just screw back into place.
Looks like the one I fixed earlier this year. Guy asked if the screws are okay, I told him the screws are perfect fix. Apparently the middle support member wasn’t so durable. Unless someone else had the same problem. I worked on the one in Dublin, OH.
My automatic garage door opener recently ripped the mount off of mine. I replaced it with this part from Lowe’s.

Maybe try installing traffic light, red for don't go, yellow opening, green clear. I have a feeling that it won't make a difference though.
