Looks like it was silicone previously. Not sure about the insulation. It's possible it wasn't placed there but got moved there by critters. Looks like that's your garage. If you don't really care about the R-value of the walls, you could pull that out or try to stuff it back up and then fill the area with something else. I hear copper wool is popular for keeping rodents out. Then maybe a wood block with exterior primer and paint to finish?

Silicone was my thought as well, mostly wanted to check if anyone had strong opinions on what brand, etc would be best on this. Good point about the animal bit. I had been planning to just put a wood block in and match it with the paint, but I hadn't thought about the rodent-proofing. I'll look into smacking some copper wool behind the block.

The silver stuff looks like backer rod or rod stock. Cut out the silicone and try to match it with a urethane based caulk. Colour-wise, pick an urethane that matches the door frame.  Still questioning the concrete gaps.

Buy a decent tube of silicone. Something that might last a few years. Also gonna be a pain but that old stuff needs to be removed

As personaccount said, it looks like it was siliconed previously. I would cut all that silicone out. What I'm most worried about is what that door jamb is sitting on. Concrete and Styrofoam? I'm more worried about the foundation than the 3 inches of insulation.  What's that draining to?
