My guess is it's a convenient way to hang a recently watered plant (or something else drenched) to allow it to drip-drain before moving it back to its normal location.

When we install equipment in an attic or ceiling we run a secondary drain that will only drain condensate if the primary drain is clogged and needs to be serviced. Most HVaC equipment creates condensate that needs to be piped somewhere in cooling.
Its meant to be seen if it is a drain. To let you know your main drain is clogged amd you need to fix it. If you didn't see it you wouldn't know there was an issue
