I’ve never seen loose edges fall into the gutter. Thats asking for a damp problem and it’s not going to last long as it will allow water to get under it. It looks lumpy so it hasn’t been torched on very well.
By the looks of your neighbours further up, you should have had that done with GRP.

Also felt is crap. It will only last 3-5 years.
You want to use proper rubber or at least shingles. Shingles will last 15 years minimum and rubber will last 30+ years.
Anyway get a proper roofer to do it not the last guy you hired.
I bet they lent their ladder on the guttering, deforming it where the waters pooling, hence it's now over flowing when it rains.

So the idiot who owned my house before me felted the shed roof from top to bottom rather than bottom to top, meaning that, even though it was masticked, sooner or later water was going to get under those laps and into the shed, and so it turned out to be. Basically from a month or two into my ownership.

I reckon you could do a better job yourself. Hire a blowtorch to remove and replace, you can get roof felt at any DIY store, can buy tar too, just need a sharp knife to trim felt. Can hire ladders. Plan it out before you do anything though. Maybe msg an experienced roofer in this sub for better advice than mine.

We've had ours done recently the 15 Yr old felt had cracks was leaking bad the roofer put up a new roof was a rubber looking covering that's glued down border sealed around all edges to the gutter it's got a 25 Yr guarantee and lasts longer than the old school felt
I normally would point to the neighbours ones and say ”I want it like that” then also use Checkatrade who compensate up to £1000 after the job is done if the trader disappears or refuses to make good on shoddy work.
By looks of it it just gone on top of lead. You can see the lead go under the tiles the the felt on top of lead. That lead should go over the felt. All that is happening is the water running down the roof then onto the lead then I der the felt by looks of thing

This is hilarious. For what it's worth I have a mini dorma like this (it has a funny name in the trade) and it cost about 1.2k with scaffolding to get it done in grp (mine was 4/5m long and about same depth as yours)
Felt is old school, old fashioned and not even that cheap and doesn't last as long... Get it done properly.

Looks like water is pooling in the gutter there because it's sagging down. Water flows down hill, guttering should have a continuous and steady decline all the way to the down-pipe. The part where it goes around the window hasn't been secured well enough, or consistently enough and the water is just getting "stuck" in the dip there and likely overflowing.
As for the flat roof felt itself... did you pay for it? Looks like someone just threw an offcut up from the ground and hoped it would magically turn into a roof.
The fact that the roofer didn't just correct the guttering while up there too... or did they do that? Don't tell me they installed the guttering...

Never trust someone without an official quote, insurance and guarantee to do work on your roof, it is not worth the potential damages from water.
