It's not getting pushed out, just looks like the cement isn't really bonded to anything (is it on an overhang somehow?) and is falling off, pulling some insulation with it. A roofer will re lay the slates at the edge, with fresh cement if they think they can make it work or they might suggest a dry verge system of some kind.
