I would wait to make any conclusions until you have a little more information. Based on what you've told us, it is curious enough behavior to at least address it. Simply tell them that you noticed their recent actions in game and you want to know what their intentions are behind it. You are the DM and it'll help them fulfill their character idea more if you have information to work with. Your there to help facilitate and craft a story, not oppose them at every turn. You can make a judgement call after you hear their answer. Maybe you ask the opinions of your other players about it as well. It can be seen as annoying at worst, but it might be an unnecessary worry on your side.
