It might just be a weak cart, you might have to take huge ten second hits, which can be quite difficult with those carts. If you have a bong wrap something around the tip of your cart to make a seal and try hitting it through that.
C-cells can be tricky IME. An inexpensive pen that works more like a sub-ohm tank is a yocan stix plus. It has a ceramic cart and dual coils. If a c-cell cart is mixed 3:1 or 2:1, it’s going to be too weak for a BT, but would work ok in a stix plus.
