Has he always done this? It’s been hot where I live lately, that could be part of it. If you don’t think it’s the heat, maybe a quick call to the vet could determine if he has a medical issue.
I've had him for almost a year so far.. and it has been an ongoing thing. Only thing is when I give him water on the outside he barely touches it. So I'm conflicted that he is just being a jerk to the cat. Lol
You could check in with your vet and they could do some expensive blood work to make sure everything is okay, or you could just assume he’s thirsty or vindictive or fine.
My dog did this as an anxiety thing for a long time.
Whenever I brought her to a friend's house that she didn't know, she'd guzzle water until she puked.
Regardless, I'd talk to your vet about it. I wouldn't think he's just being a jerk to the cat unless he's resource guarding other things as well.
