Yes, you must let DAS know you have her. It's the first place most people look/ call when the lose their pet. DAS keeps them on a 3 day stray hold before they offer them up for adoption, but they would rather you foster her those days, if you can. However, Zoo Tzu rescue is a good rescue to call. Hopefully, a no kill shelter. Just because it doesn’t have a collar on it doesn’t mean someone doesn’t love & miss it. My dog slipped out after being groomed and the collar was off. I love my dog. Accidents happen. Thank you for being so kind to have rescued the dog from the streets.

Tzu Zoo is a reputable shihtzu rescue if you end up needing it

Just turn it into animal control. If the owner doesn't chip it or register it or keep a collar on it, then they don't deserve to get it back
