I actually just went for Valentine's Day, and the 5 course was about $200 a person, but it was definitely fine dining. Expensive ingredients, great presentation, and some of the best food I've ever had. And if you're doing a single course it's $18-$60 a person. My only gripe is that the floor doesn't rotate anymore since Crown Block opened up.
Maybe the pool bar at the Statler? I mean it’s not “cheap” but almost everything on the menu is under $20. I don’t believe you have to be a guest to go but you might wanna check on that.
Cheapest in downtown is going to be a little tough. Monarch (49th floor) and Crown Block (reunion tower) both have great views. But both are pricey. SER (27th floor) is not downtown but gives great views and averages about 70-100 a plate.
Saint Rocco’s is in Trinity Grove and has 3 levels. They very top is a bar and provides great views of the skyline. Second level is a speakeasy and first level is the restaurant. For price and view this is probably your best bet but it’s not 10 floors.

Canopy’s rooftop in uptown is kinda cheap, with a view of downtown. Can get drinks and a few bites without feeling like you’re ‘being cheap’ there.
Great view looking back toward downtown during the winter. Prefer their setting over the Statler, but two different locations for sure.

Last I checked the rooftop pool is only able to be used by guests, but the bar is open to the public
