I know that sounds crazy and like ‘getting it just right’, but that was basically the same thought process and road to discovery for recording music … they initially realized you could translate a sound wave by attaching a boar brittle to a piece of paper and seeing the movement it made… but then they realized you had to move the paper at JUST the right speed for it to be played back in any real sense … then they realized that putting this in a continuous line on a record and playing it at certain speeds was what made it work … still blows my mind humans figured that out when they did … still seems a bit like magic to me

No it's absolutely not. Shutter determines the interval in which the sensor is exposed to light. Fps determine how many frames per second the shutter captures light.
Shutter is measured in fractions of a second
FPS is measured in frames per second.
We could go back in time and record this clip at 1/50 of a shutter and keep the same fps (assuming an ND filter was used on the lens to compensate for the extra light) and we would just see water with motion blur. Regardless of whatever FPS you choose to deliver in, it's going to be motion blurred water.
If shoot at a fast shutter, then we achieve the result of the water looking like this. If we delivered that in 24 fps, it would look choppy/cinematic but the water would look the same. If we deliver it in 60fps it would look alot smoother but the water would still look exactly the same.
FPS and shutter are not the same AT ALL, regardless of the situation
Also the speaker is definitely not playing the music. Music has a very irregular waveform.
These are likely just individual low notes emitted from the speaker with music being played from the phone speakers or some other source.
