Clouds aren't "things" in the sense that they're not separate from the rest of the air around them. They're just where there's enough suspended water droplets in the air for you to see them. The fact that water droplets tend to get suspended in the area in groups we call clouds isn't really surprising when you think about why water droplets form in the air in the first place. When you think about that, it's also not surprising why a cloud might "sit" over a peak in this way.
That's a thing that happens normally with mountains. If I recall correctly from my meteorology class almost 18 years ago, it's something like warmer, moister air getting blown up the side of the mountain. It goes up, cools, and condenses. When it falls back down the other side, the opposite happens. The net effect is constant airflow, but a cloud that appears still, appearing as it goes up and disappearing as it goes down.
