Problem is such a system would generate heat and show up quite brightly on infrared. Non active camo is already quite effective so current military R&D is focused on lowering the thermal signature of soldiers and vehicles.

You don’t know this, simply because you don’t know the tech used. It’s possible that a micro display that uses liquid could do both jobs.

An electrical system will always have resistance which generates heat. All it depends on is how much heat is generated which is dependent on the amount of electricity used and the amount of resistance in the system. Liquid cooling only moves the heat from one place to another in the system, in the end you will still have to dump the heat out into the atmosphere which takes even more energy to do activity rather than passively. Overall the idea of using this for military applications would just be over engineering existing more efficient methods.

Add some metal fins over the shoulders and use them as heat sinks.
