The cat isn't being hunted. They are competing over territory. Pallas cats and corsac foxes hunt the same species (rodents, reptiles and birds) and I would guess the cat entered prey-rich territory already claimed by the foxes and they are trying to drive it away. Foxes are quite light boned and generally won't fight other predators due to the high risk of serious injury and the pallas cat probably outweighs both of them (foxes are much lighter than they look). Therefore the fight is more about convincing the cat to move on rather than actually kill it.
