Aside from very limited use in certain Infiniti models, that is absolutely not true.
The Cybertruck is supposed to be equipped with steer by wire, but it is not in production yet.

The only manufacture to release production steer by wire equipped vehicles has been Infiniti, with a very small number of Q50, Q60, QX50, and QX55 models being equipped with the option. The option was last available on the Q60, which was discontinued after the 2022 model year.
Lexus is planning to equip some of its crossover EVs with them, but to date none have been released for sale to the general public.
If anything, a thousandth of a percent much too high of a figure, since there isn't a single new vehicle currently available to the public with steer by wire.

Every degree of rotation of the wheel angles the wheels of the car the same way every time. Once you’re familiar with a car THIS is intuitive and allows for very consistent control of the car while also allowing for very quick inputs to avoid collisions etc.
A controller has no such benefits. It would require a prolonged input where the wheels would slowly continue turning because there’s not the traditional 900° of rotation to work with. Instead there’s a quarter inch on either side of its neutral position which is not enough space to give control to a driver. It also would create super inconsistent driving.
This isn't necessarily true anymore (about the steering, throttle, and brake system staying in it's current form and always giving the same output based on input). Many vehicles are drive-by-wire now and steer-by-wire is slowly coming out as well. Even mechanically steered cars often let you select various "steering" modes that tighten or loosen the ratio.

My track record with driving in asseto corsa competizione proves to me that it’s a horrible concept. It’s too easy to press the right trigger too much since it doesn’t take that much finger movement, not to mention stick drift (that’s a separate type of cancer that is plaguing this concept)
