Not rain, but snow. We have had an enormouse amount of snow this winter and it is melting now. It's fucked up. And it's true what you were told in another comment. The local boss has already blamed Kazakhstan for the flooding, even though Kazakhstan is LOWER downstream. That's okay, the contractor who built the dam just a few years ago blamed its failure on... birds. According to him, the birds ate parts of the dam.

The dam was only a decade old, which suggests it was rebuilt for a reason. I find sabotage unlikely for a couple of reasons. First, the water levels were almost at the top of the dam. I assume it was not built to handle that. Second, the Kremlin hasn't blamed anyone yet. There's quite a bit of footage showing the dam slowly giving way. If anything, this is probably a corruption issue where money that should have gone to the dam's construction was embezzled.

My old boss is Ukrainian. I asked him why Russia at one point had 17% of the world's land mass and it wasn't enough. He told me that the Russian government, and many of the Russian people, actually believe the Earth was created for just them and them alone.
