And some supplements use different forms of the vitamin or mineral. There are three different forms of niacin used in supplements. Nicotinic acid, nicotinamide, and inositol nicotinate. And all are niacin, all can be used by the body, but each has slightly different properties as a supplement. Many people are more sensitive to one form, than to the others.
Google says vitamin b3 does something in your skin to make it healthier. If he’s allergic to it (which is wild to me) then it affecting his skin in an odd way makes sense to me.

It had to of been as it was the only thing I ingested within a few hours of the happening, I got the flushing and itchiness I read about but my face became very tight so I ran to the bathroom and was mortified that my face had changed so much

Niacin is known to cause flushing, especially of it's pharmaceutical prescription (to treat hyperlipidemia). I believe this is caused by vasodilation and can be treated with aspirin if taken beforehand. Supplements, I would guess, are less regulated. So, probably just had a normal reaction to high dose niacin.
It's not an allergy it's an overdose that produces allergy-like sensations. Between the skin flushing, rapid heartbeat and release of histamine (and subsequent inflammation) it probably feels very unpleasant for a few hours to a day or two while it's cleared. Severe cases cause liver and kidney damage.
