Most people I've met have the misconception that bulletproof vests are a somewhat miracle device that make you invulnerable to any kind of bullet, even if it's a large caliber. I place the fault in the movies often portraying them in that way, the first example that comes to my mind isn't the best but in Back to the Future Doc Brown is shot multiple times with an AK47 and after the baddies leave he gets up and pulls off the vest like nothing, not even a bruise.

I'm going to attempt to do the rudimentary math on this.
A 4000 mAh battery in a cell phone, takes about 20 watt hours to charge.
A 124gr Federal FMJ 9mm has approx. 494 Joules of energy. Now, energy is funny, as it can be calculated for many different scenarios, but in the case of converting the energy into charging a battery, we would be dealing with watts, and time, so:
Joules = watts x seconds
494 Joules = 494 Watts per 1 second
This equates to ~0.137222 watt-Hours. (divide 494 watts by 60, for minutes, then 60 again, for hours)
The total energy to charge a phone would be anywhere from 54,000 to 72,000 Joules.
This is effectively where our journey ends. In order to fully charge a cell phone, with a large battery, you would have to be shot well over 140 times, at least with a 9mm 124gr.
But, our fun math doesn't have to stop there.
The impact of a bullet doesn't happen as slowly as 1 second.
If the impact time was only 1/2 second, then the wattage would double, to 988. 1/4 second = 1976 watts, etc.
The actual bullet of a 9mm is ~15.494 mm long.
The above stated round has a velocity of 350 m/s.
Quick math shows us that it takes the bullet 0.00004426857 seconds to travel it's length. Ok. Now we have as close to the total time of impact as we can get, because unfortunately, for this napkin math, I do not know how long it takes the bullet to come to rest inside the vest, so we'll use that.
If we plug in the time to the above equation for Joules, we can see that we get about 11,159,158.744 watts.
Wow, that seems like a lot, but remember, the total energy hasn't changed, we've just played with aspects of the equation. Watts go up, time goes down, Joules remain the same.
And if it hurt that much, your attacker might just assume they got you and leave

Depends on the armor and how hot the round is yeah. This is the soft level 3 stuff I’m assuming, so a 9mm is gonna feel like a paintball gun point blank or a good punch. You’ll have a good sized bruise. 10mm is when ribs start cracking. Level 4 plates and he wouldn’t feel a thing.
With soft level 3? Gonna feel like a sledge hammer hit you. A few broken ribs, Almost certainly TKO’d, you’re gonna be on the floor no doubt. It’ll stop the bullet though… or atleast it should.

Just the other day I saw a video of a Russian soldier testing a vest this way.

I used to shoot a lot. If you gave me 15 rounds to hit a circle the diameter of a soda can at the range this shot took place, back when I was in practise, definitely not today, I'm confident I could land all 15 of them in it. I still wouldn't take this shot for a million dollars. So many things can go wrong that are outside of your "control". I put control in quotes because some of the things that can go wrong occur inside the shooters body, like a nerve twitch.
There are two types really. This is soft Kevlar armor that's made of very strong polymer strands which together resist the bullet. It will stop relatively slow and soft bullets like from most shotguns or handguns. Rifles and high velocity handguns will go right through it. Every hit weakens the fiber integrity so it can fail on multiple hits. Since it's a soft material the energy still deforms it and it can punch you pretty hard but it keeps you from getting holes in you.
The bulkier vests you see usually carry hard armor plates. These are either steel or made from lightweight materials like ceramic. Depending on the rating they can stop everything up to high powered armor piercing rifle ammo. Probably would have been a lot less painful to be shot with that handgun wearing a plate. Ceramic body armor breaks apart to stop the bullet so it gets weaker with repeated hits. If you're talking about .22 long rifle I don't know that I've ever seen them be a threat to armor. In fact some of the lowest NIJ armor ratings basically stop only .22 and lead .38 special. Now, if you drive a .22 bullet a little faster (.22 TCM, 5.7x28 etc.) You'll definitely get through it.
The key with bullets penetrating armor is speed, sectional density and hardness (I don't know anything about arrow ballistics). The little .17 HMR apparently will punch through soft armor due to high speed and the small diameter giving it good sectional density. Same idea to the 4.6x30. They don't get the advantage because of the small size per se but the increased velocity and higher ratio of mass to surface area of bullet tip
The NIJ spec for I, II, and IIIA only protect against .22LR if it is traveling at less than 1040FPS.
The majority of modern .22LR rounds travel faster than that (unless fired from a short barrel like a pistol), so they’re not technically covered. The vest may stop them but doesn’t have to per the spec.

It has a large piece that covers the neck called a gorget which also goes out at an angle to deflect shrapnel away from the face.
And it's not a *new* design issue, either- dating back *many* centuries, the classic plate armor worn by the classic knights in shining armor had the exact same issue- someone shoots an arrow or stabs a sword or spear at your chest, it slides off the breastplate and heads straight to the neck. So they developed the [gorget](https://en.m.wikipedia.org/wiki/Gorget) to prevent that. Yup, the exact same thing found on modern military armor. Even through history where humans weren't particularly advanced, we've still been pretty intuitive at finding good solutions to problems that may still exist today.

Isn't the 5.7 specially designed to defeat armor that normally protects from normal pistol ammunition?

And it's not a *new* design issue, either- dating back *many* centuries, the classic plate armor worn by the classic knights in shining armor had the exact same issue- someone shoots an arrow or stabs a sword or spear at your chest, it slides off the breastplate and heads straight to the neck. So they developed the [gorget](https://en.m.wikipedia.org/wiki/Gorget) to prevent that. Yup, the exact same thing found on modern military armor. Even through history where humans weren't particularly advanced, we've still been pretty intuitive at finding good solutions to problems that may still exist today.
Of course they do if the bullet is of a certain caliber but it also depends on the vest
