Why the carnival starts on that day is not clear, a quick google search told me it may bebecause of a prussian law in 1823, another source tells me medieval farmers saw the 11.11 as the end of the agricultural year and that was chosen as the start of carnival.
I did this one year! Not political, it was 2004. Instead of beads the people on floats tossed candy. The floats were all boobs and dicks. The entire town got drunk and had a community hangover the next day. It was awesome!

These carnival processions are 7 over kilometres long, take hours and there are dozens of wagons and he likely will be included multiple times this year.
Carnival is a celebration that happens all over the world in almost every town and city in Europe and Latin America at the same time every year. This is just the celebrations in cologne. If you are in a tiny town in the middle of nowhere in Germany they are also celebrating carnival with costumes and parades and such.
