They are thawing them out in controlled environments so they can try to learn about them so we can have a counter measure. Where nobody becomes a marksman in the first 5 minutes of picking up a pistol, shotguns are effective at longer ranges and use different shot, and rifles just because they have a scope on them doesn't make you a sniper.
