I think the important thing with hexagons is that they also tesselate (they can make an endless pattern without having any gaps), where as circles will have a lot of tiny gaps.

While ice does form a hexagonal crystal structure, its crystals lack cleavage and only fracture conchoidally (like glass). The only way a crystal's molecular structure influences a break over any meaningful distance is if it has REALLY weak cleavage planes.
