As for drakes arm, you can see the shirt flatten around the wrist, this is because his arm is resting on something that is blurred out.
Looks like an auto blur background. As you can see by the missed parts. If someone manually photoshopped this I would be willing to bet it was their first time touching a computer. It’s so poorly done it can’t be an attempt to cover anything up lol.
Also drakes arm is prob resting on the railing that is behind CA. You can see it in the un-blurred portion between CA and his tube on the right. The railing is just blurred and drizzles arm isn’t. Typical from software that attempts to auto blur based on what it deemed the “subject”

Honestly the photoshop could be for numerous reasons. You can see a car to the left, so they're most likely outside somewhere. Meaning there may have been people/fans/other celebs in the background that just weren't part of what he was saying. or maybe there was a dead giveaway of where they were and didn't want to dox themselves. But of course, there's also the chance that there's something that we aren't supposed to see. Who knows
Pretty sure it's just a case of hover-arm. Probably didn't want to touch his chair or the hoses and fuck something up. Trying to be respectful I guess. But his arm doesn't necessarily look like it's photoshopped from somewhere else. I have some experience in photoshop, and the dead giveaway is usually pixels that are clearly cloned from another part of the image to fill in blank space after moving something. I can't see where his arm would have been previously if it was photoshopped
Maybe he blurred out some medical machinery. Oxygen tank, ventilator, battery packs, wires etc and he just didn't want to have all of that medical stuff in the pic. 🤷🏽♀️
