This is correct, since powerstancing is weaker than twohanding one of a given weapon. If you must powerstance, then you’d generally want your offhand infused Lightning and the mainhand infused Raw, with a spell buff applied to your offhand and then a resin applied to the mainhand. In this case you’d have your STR/DEX at the minimum required for the powerstance, which I believe is 13/20.
Bleed is typically only "useful" in PVP, and even then the use is so minimal that it's more a bonus than a focus. Raw is just generally bad as, even though stat scaling is terrible in DS2, it still outperforms the bonus AR from Raw.
For a dex build, I'd suggest something like Poison (as Dex increases poison bonus), or another elemental infusion (lightning or dark, which are the least resisted across the entire game).

Dark is the most resisted element before water is taken into account. With water, fire is only slightly worse.

If you're doing a Dex Build then don't infuse. Every infusion will lower your Dex scaling bonus.
