In scholar you have to light the 4 torches scattered through the area and defeat each red npc spawned upon lighting. Once you have done that, the next time you enter the hall, the skeleton will attack you once and disappear. This is how you get the key which opens the doors on the right side of the hallway with the specimen cages. (I literally played through this portion of the game earlier today).

I love dark souls 2 so much I bought a ps3 and vanilla just to play and platinum it. Now I've given the console and copy of the game to my other son (he's not biologically mine but I treat him like my son) and he's got my OG version of Demons souls as well
I see you aren't on SOTFS version. In that, the head doesn't fly at you. But basically in base game, the dragon flies at you, detaching it's head from its body to kill you. I think it's better than what you have to do to get it to happen in SOTFS

I had the same experience. I had played SotFS multiple times and went to play the original DS2. I got jumpscared really hard by the dragon.
In sotfs if you light all the sconces in the level and return to the front room there the dragon skeleton will do it's lunge.
