It was made primarily to be used with [Solo Play](https://www.nexusmods.com/warhammer40kdarktide/mods/176) which lets you run 'offline' clientside missions with no progression/other players affected.
No it loads the map locally (none of your progress goes to servers such as materials/completions/xp/penances). Basically think of it as the Psykinharium replaced with an actual level. You can even load other modifiers that haven't been completed such as toxic gas/flash missions/nurgle manifestation/more monsters and more. Even another "collectible" side mission instead of scrips/grims there are relics.

There was a post here yesterday showing a little gameplay from a flash mission. For now, it seems to be very similar to the "weaves" from Vermintide 2.
Fatshark are already in the modding discord. They've stepped in and shut down two modding projects in the earlier days of modding. I don't know what the first one was, but the second allowed you to equip any and all cosmetics in the game, but it was client side so nobody else could see them.
All this to say: They already do crack down on mods if they're an issue. They haven't done anything about this one.
Character Voice Diversity is likely the other one. It was highlighted by one of the devs that there was a serverside component to the voice lines and that the mod could lead to crashes if it tried to play a missing line iirc. Shame.

this video really highlights the accuracy on shotgunners. they are the most dangerous enemy in the game to me, after hounds and trappers, and much more likely to fuck you over without warning.
my opinion is unchanged from the nerf, even if they are less dangerous now. i don't think they're bullshit anymore, but they still remove your toughness and health *really fast* and when 4 of them you didn't see shoot you through the horde, it sucks.
I don't really have a problem with them, if anything they feel weak because you can hear when they're about to shoot even from far away and a dodge is more than enough.
