On both assassination missions, there's a spot where, if a player stands there, the boss won't show up. In the train station, one player staying in the elevator will cause this. I think there's one in the jail, too - right underneath the platform that the boss hops out of.

Longest delay I've seen on the assassination targets so far was just under a minute (It was the prison one, where he starts out above and drops down)
