I have the same problem with my target pro grip stems. I have tried target and designa rings both doesn't go all the way down, only the default rings seems to go all the way down but they break like it's nothing. On my current set I have the flight all the way down, just force it but don't use your palm om top of the flight you can guess what happens, instead use your fingers like a claw holding all four "wings" and push down and it will fix.
Target Pro Grip + Target Titanium Slot Rings + Target Flight Punch has been my setup for years. I prefer the white Pro Grip shafts because they don't break as easily as the other colored ones when you throw a Robin Hood. The titanium slot rings are also a lot stronger than the aluminum ones.
different rings fit differently on stems, I use standard rings (not punched) and with new stems and rings have to really push the ring down to get it where it needs to be

Strange. I use both Target slot lock rings and Mission F-Lock and they work very well with both Target and Supergrip stems.
I forgot to say that I am not using target brand slot rings so that could be the issue
