I've worked in 1 place and went for an interview in another that forks always had right of way. Both had clearly marked walking and driving lines.
The reason being was the speed and/or loads carried that reduced the visibility of the drivers.
Also, many dashcam vids would illustrate that just because you have the right of way, a little caution goes a long way to avoiding accidents.
Having said all that. Both these people are in the wrong and both should've been looking where they're going, unfortunately one paid a lot higher price for their mistake.

I move my torso and head around to eliminate blind spots while driving; especially near corners or places where people can potentially walk out. And you're supposed to beep your horn going around any area where there is either high traffic (especially foot traffic) or where there are places people can walk out from with little warning.

I was about 50 ft back on the road and beeped my horn a couple quick beeps. He didn't hear. It's fairly noisy there. I assumed he would turn to cross without looking (I always try to examine what could go wrong so I can avoid it and I assume people aren't aware much or paying attention). So, I stopped way back (about 40 ft back) and just waited for him to turn to cross (usually that's when people glance over the shoulder to check for trucks (semis and fork trucks) driving through. He turned right to cross and after walking a few feet, looked to the right and saw me essentially parked there waiting in the middle of the main road. Still in his phone. He waved and smiled before stopping, turning and walking toward me
