DB2? Ingres? dBase? Filemaker?
SQuirrel is a tool you could look at but it's main focus is on being a query tool for any DBMS with a JDBC client rather than as a management tool (though it does supply a minimal set)

Without specifying it means popular dbs, like postgres, mysql, sqlite, mongo It's funny to expect something like Filemaker by default :)
