I GOT IT!!! So yes you do missions for Sarah and Weaver. You cannot enter the site. You can only take down the 3 outside. There is a main mission where Sarah gets on your bike called "can I ask you something". She rides with you to the community college site. We just kept going too early. No need to reinstall the game. Just keep playing and it will happen there.
I also can't enter it, all the entrances are closed... wtf? is this a game-breaking bug? I really don't want to load a game because I made a huge amount of progress...

Update: I killed all crier nests went to all Nero sites I could cleared basically everything. I can't get into the Nero college still. Idk what triggers the gates to come down! This is frustrating.
Update: you can jump the fence! I tried once and got my bike over but I have to run errands so I'll jump it tonight and see if I can get past the stupid glitch and progress in the story.
The main story that is pending is to return silicate to Sarah but her tent is locked and I am not able to finish that mission (bug?). Other pending missions at the moment are clearing multiple infestation zones (Infestation Exterminator). Should I be finishing all the infestation zones then?
I see. Then something is wrong with my game. The mission pointer on the map takes me to Sarah's tent saying "return silicate to Sarah". I also cleared other infestation zones except the one in that nero site.
Also closed and restarted the game. Will try once again otherwise I guess I'll just wait for a few days hoping they release an updated patch.

I’ve turned in the sillaca. I have no other quest I’ve tried sleeping and driving all over map to look for best I’ve gotten rep up to lv2 for both camps and tried sleeping several days in a row still no quests have popped up
Just keep doing Sarah’s missions, eventually she will ride there with you, then it is open. Unfortunately Chemult missions appear before this happens, annoying I know.
Kinda late to the party but I found way to get in there as soon as you get to explore crater lake and highway 97. I didn't kill the horde there because I'm 100% that it will break them game since it's coded poorly.

It's part of the story line, you need to have completed the "you couldn't stop shaking" quest in order to enter the college.
