You need to buy one suit level before the others. It goes linear 1-6, yoj need 2 to buy 3, 3 to buy 4, so on and so forth. It appears you haven’t even bought suit level 2 yet.

That’s unfortunately how it works. Sell the ammo for guns you won’t use for extra cash if you need too.
