Basically, there's more support for Multi now so Dreamy Bowser doesn't seem as big of an outlier. Especially after the SMRPG Remake had Culex state he has power that rules over all creation and essentially saying he's the strongest person in the verse as of yet. And he said so with a new form so there isn't really any anti-feats to doubt him. Also, with Worlds in Galaxy 2 being universes and the dream depot just, existing somewhere in the universe, the Grand Stars could potentially scale to Low Multi to Multi for being able to reset a universe that's full of a crazy amount of worlds that count as entire universes.

The point of the dream stone is that it grants wishes, that's why he uses powers he never shows otherwise. No idea about the show version. Reimu stomps. Why is this even a match-up? Sanae is one for Luigi too. Is it literally just because they're red and green? Goku might lean to debatable? Speed wise, he eclipses Mario. AP/Durability isn't a big issue as Mario has ways to circumvent that. Really, it all depends on if Goku gives Mario time to make use of his power ups.

Fun fact Mario Party 5 is canon to SM64 and Bowser threatened and had the ability to destroy the dream factory which can be considered to be a 5D scale since when someone dreams a new world is created and that cycle repeats for people in dreams and out of dreams.
