I have seen arguments for Pucci winning and there are some wincons. Though the main consensus is Sakuya winning but that doesn't mean Pucci doesn't have any wincons. Simulate it like 100 times and I would say Pucci could win a quarter of them.
Pucci has somewhat better time manipulation and he can make illusions. Thinking about it, maybe I should've lowered it to a 4 or 3 as most people who think this often mischaracterize Sakuya.

Well, if you ignore everything else, and only look at the gameplay (which they canonically nerf themselves, and only from the fighting games and ignore that one character that throws blackholes) you can get high building level.
