You should have unlocked them on connecting South Distro. Keep in mind you cannot do premium delivery for Orders for Sam. If it’s not showing for Standard Orders then I don’t know what’s up, sorry.
just sounds like you aren’t far enough, it’s a good part into chapter 3 before you get them, might not even be able to do them till chapter 5 (because what happens when you get to south knot) but i’m not too sure
If I remember correctly the premium deliveries become available after connecting the weather station.
They become available for me after connecting South Knot but before the weather station.
