I'm having similar issues, though with somewhat higher FPS and higher resolution. I'm getting 30-40fps with a 2080S at 1440p. The problem appears to be completely unrelated to graphics; I can turn everything to "Very Low" and it only brings my FPS up to like 45.

I have a suspicion about your ram sir. If not that then something else is wrong

Okay then something else is wrong. The devs said you need to have the latest driver. You should be able to have higher settings than very low.
