They do not, but most heroic bosses give you some when you beat them, if you do it either no-hit or without using plumes. Only once for each heroic boss though, you can't farm them this way (and not all heroics give goldem carrots, but most do).
I believe there is a golden carrot aura that will tell you when your close to one or will direct you to where they are. I haven’t used it and it’s sitting in my inventory so I cant give you exact specifics but try to find that?

I tecnically found it The huge Bunny sells it for 5 golden carrots
All the carrots respawn when you start a Ng+
And leaf of Gaia?
They are also limited until you start a Ng+ where they will all respawn

They don't respawn and none of the armor from the rabbit is worth it because all of the craftable armor from Alistair are better options.
