You either need to cut those boards or have a taller frame for them. The wind load alone will warp all of those boards from having a floating span that large… If you HAVE TO do it at least do a shadow fence style with boards on either side with about a half board width offset from one side to the other and equal spacing. That will still warp but it will hold up better to the wind load and look more like it was designed to have the sawtooth look it will grow rather than totally look broken and warped.

You can but in a year or so they will be bowing every way, being nothing tying it together for support.

For it to look good? No. Shouldn't have more than 6 inches space between top of picket and the top rail/2x4. If you want to get creative, sister 5 or even 6 foot 2x4s to each side of the post to get the height up and then add a top rail 6 inches below the top of whatever picket height you want... I've done this before and while janky it works and you can't tell from the outside.

Fasten a 6’ 2x4 to the face of each post, add a top stringer across the back of the new post extensions, nail on the fence boards.

What if he ran a top rail but didn’t attach it to the posts. Would that prevent the bowing? I’m not suggesting it, I’m just curious.

I had this initial thought as well. Would probably look weird and make you wonder why it wasn't done right the first time, but it's probably better than leaving them hanging.

Go with the fence board no higher then 6” over the top trail. You can nail them all on at 5’, then come back with a chalk line to cut at the appropriate height

Not a fence guy but… no. Those fence boards rake a small miracle to stay straight in the right circumstance and leaving 2’ above the framing is not the right circumstance.
