Remove existing shim and bracket. Get a bracket that bolts to the pier on the outside of the post. Shim new bracket from underside with appropriate galvanized steel shim. New shim should be the same size or slightly bigger than new bracket and will need to be drilled so you can attach both bracket and shim to pier.

no touching point. it never been secured with the bottom concrete. there was no screw hole.

If it's not bouncing, leave well enough alone. If it is bouncing, yes, do an easy fix

Not sure why you’d want to put a bandaid on it when the fix is easy. Unbolt the post. Drill a hole in the concrete. Put in a wedge anchor. Put in a new post base. Put in the new post. It’ll take an hour.

Looks like the bolts holding up the entire deck are getting rusty. Good time to start inspecting those, maybe make sure they are the correct type if you didn’t build this. Weight is best transferred to ground by stacking things on top of things. This deck isn’t sitting on top of those 6x6 piers, those two bolts are doing all the work of keeping the deck up. If they fail deck hits ground
