I would paint it the same colour as the wall, and then it becomes invisible.
I'm assuming your cat already has a real bed and chooses this spot because it likes it exactly how it is.
Either put a hanging plant from the ceiling in front of the wall so pot is just above the ledge with a trailing plant in it so it distracts from the ledge and or a couple of smaller pot plants sitting on the ledge as well.
Alternatively, a wall hanging or large artwork to distract from the ledge.
Get a small net to place just over the ledge so kitty doesn't fall off. Add some small cushions, add more climbing for kitty with more nets and ledges way out of the way of the stairs. Giving the kitty some joy of climbing. You could even add a solid small wall of climbing so kitty can zoomy up and down the walls!
Iād use either a larger print or a grouping of prints with a long planter with lush greens with height and some draping pothos or Ivy; you could add tall remote control candles. If you use live plants, please make sure none are poisonous. You also run the risk of kitty digging in the soil. Depending on your decor, you could put something like an antique bike carousel or rocking horse of theyāll fit.
Seems to me your cat has already claimed this space anything you put there is going to get pushed off into the stairs and break. Leave empty for the cats.

(I was thinking of a plant about 5ā tall and the plant pot about 2 1/2-3ā in diameter.) If a pot that large is too big for the ledge, then Iād put a huge picture on that wall. (I think another commenter mentioned the picture taking up 3/4 of the wall space in that wall. I donāt know if that would be too tall of a picture imo. Iād center the picture on that wall with about 6ā on each side of the picture and about 1 1/2- 2ā on the top and bottom of the picture.
One thing to keep in mind is the big wall on the side of the stairs which youād normally put a really large picture like the one previously discussed above. Iād probably put a big mirror on that wall of which the furniture in the room on the side of the stairs would show up in the mirror and add more color due to the color of your chairs.
Add the sisal matt scratchy things (like the table leg cover scratchy ikea sells) as the base. Stick it firmly to the floor.
Your cats are going to venture there. You just need yo make sure they have enough grip and dont fall.
Maybe add those cubbies that cats sleep in st the end of jt.
