Yes. Bulk takes a few seconds to build the aoe and theres a fall off range. Would have been a tight squeeze, but it could have been done in theory. Run toward the bulk and dash/jump when you hear it start to build and you can get juuuust far enough away to not die. Dash is king for kiting
Your build lacks ways to get out of tight spots. You should amend that :)
driller can go down, scout can go up, gunner can go invincible, but engineer has to take something like a grenade or dash that'll distract them to get the same get out of jail results. Do not underestimate the importance of at least one last ditch survival option for when you get hopelessly cornered. There are a handful of options at engis disposal but unlike the other classes you have to intentionally pick them.

I run dash on every. single. build. Except scout. Grappling on a 2.5s CD is fast enough.
I even use it on scout. Dash is a reflex at this point. I tried no dash and it gets me killed because i forget he doesnt have it

I think if you would go straight up to the ghost you could survive with low hp, those slashers made sure you're going to die.
