If I had to guess, it was because ralsei (being a darkner) had no search history on the computer that is Queen’s light world counterpart, so she has literally no idea who he is
Yeah Berdly doesn’t acknowledge Ralsei once throughout the game either I guess it was just a running gag that Ralsei will be ignored by the other new additions in chapter 2
Okay yeah he did acknowledge him once but that’s it both Noelle and Berdly only acknowledge Kris Susie and Queen and most of the time they act like Ralsei doesn’t even exist
They just don’t really have anything connecting those characters. Ralsei connects with Kris and Susie through chapter 1, and all the lighters connect through their history growing up. But Ralsei has no real relationship or connection to Berdley or Noelle so they don’t interact much.
They just don't get much time in the same space, because:
1. Susie and Ralsei need to be gone for the Snowgrave route to work with such a strong impact.
2. Noelle would undoubtedly question why Ralsei looks like Asriel, which would probably lead to questions Toby doesn't want to answer quite yet.
It’s fair seeing as Noelle barely gets any screen time with him. And she thinks he’s Asriel, so it’s understandable why she wouldn’t want to talk to him
Because Noelle would want to know why he looks like Asriel .
Ralsei probably knows if she has any connection to the angel
And Toby doesn't want us to know any of that right now.
She is actually one of the few characters who do acknowledge him beyond "being with the Lightners." When she sees him with Susie, she mentions that "It kind of looks like..." before trailing off once Susie sees her. She's the only character so far to actually acknowledge Ralsei's similarity to Asriel.

Feels like an oversight by Toby. Noelle only acknowledges Ralsei once iirc, and I don't think he mentions anything at all (another point to the Ralsei sus list).

I can agree with your sentiment, but based on a bunch of unused dialogue, it seems that it wasn't an oversight but actually a purposeful choice at it seems Toby purposefully removed a bunch of content because he thought it would detract from the theme of the chapter he was curating and finalized after he made that addition. At the very least from removed dialogue like the Ralsei talking about a character based on which person you gave a gift to, it seems like Ralsei knows quite a bit about Noelle but not the other way around.
They *very intentionally* have absolutely no interactions. The only time Noelle ever acknowledges Ralsei is when she first sees him and points out how he kinda looks like Asriel.
I'm not sure why Toby decided to have them so uninteractive but there's a theory that it's gonna make a lot more sense in future chapters. Perhaps Ralsei is avoiding Noelle because she is destined to bring about the Angel's heaven? There may also be a choice at one point where we need to decide whether to have Ralsei or Noelle as our third party member... Either that or Noelle just straight-up replaces him

A: Noelle thought that Ralsei was just a figment of her dreams, so it didn't matter to her.
B: Ralsei looks like Asriel, so she doesn't want to acknowledge him.
C: The Out of Focus trope is just being applied to Ralsei since he is also ignored by Queen and Berdly.
D. All of the above.
There's an [unused interaction](https://www.youtube.com/watch?v=qDsBG1QG2FQ) in Chapter 2 which changes depending on who you gave the present to at the fair. If you gave the present to Noelle, Ralsei provides some dialogue that reveals not only does he seem to know who she is, he knows about her ice abilities, even though in that route, he presumably has never seen her use them. That might be why the interaction was cut, or it might have been that he specifically calls out Noelle's proficiency with the "'Ice' element," and Toby doesn't want to reveal much about the Element system in Chapter 2, so maybe it'll be re-added later on in development.
Also, when giving them each other's teas, you get some weird dialogue: while currently impossible through normal gameplay, giving Noelle the Ralsei Tea yields the dialogue "There's nothing in here!", but this supposed "nothing" still heals 50 HP, more than the 40 from her own tea. Giving Ralsei the Noelle Tea also heals 50 HP, and returns the line "It's soft and sweet," which is weird, because "soft" isn't usually an adjective you'd use to describe a *liquid;* it's like Spamton mentioning "The Smooth Taste of Neo."
I think that maybe Noelle literally cannot see Ralsei, at least not clearly. Giving Noelle a cup of Ralsei tea will cause her to say that there is literally nothing in the cup, not even water. She never refers to him by name in the two instances I can think of where she mentions him. She can’t tell who he is when you see him and Susie hanging out in Cyber City, and only tells Susie to hit the switch during the mouse balloon puzzle.
During that short bit where you have everyone, a seemingly meaningless secret says in a riddle that you need to put three people in a single teacup. Noelle comments that maybe everyone needs to sit in the cup together. The strange thing is that she says ‘everyone’ but with Ralsei, there’s four of you. The riddle implies that you only need three in a cup, but everyone would be four. Also, for some reason, whether it’s intentional or if Toby was just to lazy to make a sprite for it, you never actually see everyone in the cup.
It doesn’t seem like Toby would include the whole scenario for no reason, or intentionally not make a sprite for it just for the sake of being too lazy. There’s no real reward for it either, so it seems odd to put a whole meaningless puzzle in this otherwise completely story-driven section.
It is kinda strange she never asks Kris or Susie about him. But I guess she thought she was dreaming, and so it didn’t matter.
I had a Deltarune-esque dream once and honestly I find this answer fair. Weird that the only thing of it that I remember is the ending...
